The ISPS-Code has been triggered by the terrorist attack on the Twin Towers in New York on 11 september 2001, when the world started to realize that terrorist attacks were no longer only happening abroad, but were coming closer to home. Where planes and airports have often been a target, ports are also considered extremely vulnerable, due to their economic importance. When analyzing terrorist attacks in the last decades, several of these attacks happened in or near ports and port areas, often targeting oil companies and pipelines or naval bases and navy ships.
